I hesitated as I approached this one as there was a cop in his car sitting in the parking lot. I opted to park on the street and walk towards a spot to look for the cache. I couldn't find it (the highway above the area didn't seem to help), so I decided I need to get on the other side of the fence. I walked casually by the cop, expecting him to stop and question me at any minute. He didn't, and I made it over the other side. I couldn't find it there either. Then I read the hint and realized I was in the wrong place. I widened my search this time and found it without much trouble. Thanks.
