He wasn’t. He may have been doing a bit of command, but mostly he was just on the run. The sad thing is that I don’t think this will effect the number of attacks against the military. By now the other factions have not only set up shop, but are starting to form alliances for the new goverment. Hussein is irrelevant, and nothing more than Noriega’s future prison bitch.
