I picked up this one after dropping off some paperwork at my future employer. It was a beautiful afternoon for a walk. I ended up decrypting the hint before I finally expanded my search radius far enough for this one. There was no stash note, so I left a waterproof one. Strike Three

This one showed up on my "nearest to home" list, so I dropped by this morning. I had the place all to myself, until just before I was ready to replace the container. But the muggle soon left, and I put the container back where I found it. BTW, the meaning of the original hint seemed pretty clear to me, although I'm not sure either hint would help much: They don't really narrow your search area. After hours of research, I discovered that the placement of this pedestrian signal is mandated by the CSCSEPS, subparagraphs XXIX.24.Q.xiv.17.k and XXIX.24.Q.xiv.33.r. (The exception in subparagraph XXIX.24.Q.xiv.17.m does not apply, based on subparagraph XXIX.24.Q.xiv.33.u.) However, IANAL, YMMV, and all that.
